ایک کسان نے کسی اہم کام کے سلسلہ میں ایک ماہ کیلئے گاؤں سے باہر جاناتھا،اس نے اپنی چہیتی بھیڑاپنے محلے کے ایک دکاندار کے سپرد اوراسے تاکیدکرتے ہوئے کہا میری واپسی تک اس بھیڑکو کمزور یا طاقتور نہ ہونے دینا،میں جس حالت میں دے رہا ہوں مجھے اسی طرح واپس چاہئے۔کسان عجیب نصیحت کرنے کے بعدوہاں سے رخصت ہواتودکاندار نے جھٹ سے گاؤں کے ایک دانا بزرگ کومعاملے سے آگاہ کیا اور اس ضمن میں اُن سے مفیدمشورہ طلب کیا۔باباجی نے کچھ دیرسوچ بچار کے بعداس دکاندار سے کہا” بھیڑ” کو وقت پرچارہ دیتے رہو اوراس کے پاس ایک ” بھیڑیا” باندھ دو۔ ایک طرف ”بھیڑ ”بھوک کی شدت سے چارہ بھی کھائے گی اوردوسری طرف” بھیڑیا” دیکھ دیکھ کراس کاخون بھی خشک ہوتا رہے گاجس سے وہ کمزوریا طاقتور نہیں ہوگی۔سردار عثمان بزدار کی خوش قسمتی اوربدقسمتی کادورایک ساتھ اس وقت شروع ہوا جب پنجاب کی وزرات اعلیٰ اسے پلیٹ میں رکھ کرپیش کی گئی، سردارعثمان بزدار کے کسی محنت،سیاسی بصیرت،خوداعتمادی، جدوجہد،اہلیت اورقابلیت کے بغیرتخت لاہورپر براجمان ہونے کو اس کی خوش قسمتی جبکہ شروع دن سے موصوف کی تبدیلی کی باتوں کو اس کی بدقسمتی کہاجارہا ہے،عمران خان نے پنجاب کیلئے جس ٹیم ممبر کا انتخاب کیا وہ ہرگز درست نہیں جبکہ اس فیصلے پرڈٹ جانا اس سے بھی بڑی غلطی ہے۔ وزیراعظم عمران خان نے ایک اہم خاتون کی "بشارت ” پر پی ٹی آئی کے کمزور”ترین” ممبر سردارعثمان بزدارکووزیراعلیٰ پنجاب توبنادیا مگر اس کے سرپرتبدیلی کی تلوار بھی لٹکادی کیونکہ کمزور پراندراورباہر سے زیادہ حملے ہوتے ہیں۔پنجاب کی سطح پر انتظامی بے یقینی اوربے چینی تعمیروترقی کی راہ میں بڑی رکاوٹ ہے۔شہبازشریف کے طرزحکومت پرتنقید کی جاسکتی ہے مگر کبھی ا سے وزرات اعلیٰ سے ہٹانے کی بات نہیں ہوئی تھی۔حقیقت تویہ ہے پنجاب میں شہبازشریف کے کام کی بنیاد پرمسلم لیگ (ن) کودوسرے صوبوں سے بھی ووٹ ملتے رہے۔پنجاب میں عثمان بزدار کاشہبازشریف کے ساتھ موازنہ کیاجانافطری امر ہے۔شہبازشریف کے مقابلے میں بزدارکاسیاسی قدنہ ہونے کے برابر ہے اوریقینا آئندہ انتخابات میں پنجاب سے پی ٹی آئی اس بلنڈر کی بھاری قیمت چکائے گی۔ مجھے علم نہیں کمزوراورناتجربہ کاربزدارکو شدید ترین تنقید کے باوجودپنجاب کاوزیراعلیٰ برقراررکھنے میں عمران خان کی کیا مجبوری یامصلحت ہے۔
وہ حکمران جوریاستی امور کے بارے میں دوراندیش داناؤں سے اورجو اپنی بیگمات سے مشورے کرتے ہیں ان کی گورننس میں زمین آسمان کافرق ہوتا ہے۔وزیراعلیٰ پنجاب سردارعثمان بزدار کی کابینہ میں وزارت اعلیٰ کے متعدد امیدواراس کے روبروبیٹھتے ہیں،ہوسکتا ہے انہیں دیکھ دیکھ کرسردار عثمان بزدار کاخون بھی خشک ہوتا ہوکیونکہ موصوف آج بھی خوداعتمادی سمیت دوسرے اہم سیاسی وانتظامی اوصاف سے محروم ہیں۔عمران خان کابزدار کووزیراعلیٰ بنانا اپنے اوربزدار کے ساتھ ساتھ اُس شخص کے ساتھ بھی زیادتی ہے جواس اہم منصب کیلئے موزوں اوراہل تھا۔ پچھلے دوسال سے عمران خان کی ایک ٹانگ وفاق جبکہ دوسری پنجاب میں ہے اورموصوف دنوں کے ساتھ انصاف کرنے میں بری طرح ناکام رہا، کپتان کو یہ حقیقت سمجھناہوگی وہ کسی کمزوروزیراعلیٰ پرانحصار کرکے خود سیاسی طورپرطاقتور نہیں ہوسکتا۔وزیراعظم کویہ بات کون سمجھائے بزدارکوبار بار اسلام آبادطلب یا چار چار چیف سیکرٹری اورآئی جی پولیس ٹرانسفر کرنے سے بزدار میں قابلیت کافقدان اور پنجاب میں انتظامی بحران ختم نہیں ہوگا۔تبدیلی سرکار کوایوان اقتدارمیں آئے دوبرس ہوگئے ہیں مگر عثمان بزدارکی صلاحیت اورسیاسی تربیت میں کوئی” تبدیلی” یابہتری نہیں آئی،موصوف شروع دن کی طرح آج بھی سیاسی طورپرایک کمزوراوراناڑی وزیراعلیٰ ہے اوراس کی تبدیلی کے سواکوئی آپشن نہیں۔مجھے اِن” اشتہاری” قلم کاروں پرتعجب ہے جوسردارعثمان بزدار کے قصیدے لکھتے ہیں۔وزرات اعلیٰ سمیت کسی بھی منصب کیلئے عام یاخاص نہیں باصلاحیت اورپراعتماد ہونا اہم ہے۔” سردار عثمان بزداربحیثیت وزیراعلیٰ اپنے منصب پربرقراررہے گا”،یہ وہ”گرد”یا” گردان” ہے جو عمران خان، چوہدری محمد سرور،شیخ رشید سمیت وزراء مسلسل دوسال سے لگا اوراُڑارہے ہیں۔اسے پی ٹی آئی کامتفقہ ”بیانیہ” بھی کہا جاسکتاہے۔
"کوئی نوجوان یادوست اپنے بھائی یا ساتھی کوبچاتے ہوئے خود بھی نہر یا دریامیں ڈوب گیا”،ہم اخبارات میں یہ دلخراش نیوز پڑ ھتے یااپنے عزیزواقارب سے سنتے ر ہے ہیں "۔عمران خان اپنے ”چھندے ” عثمان بزدار کوبچاتے بچاتے خود بھی سیاسی طورپر ڈوب رہے ہیں ”، وزیراعظم نے اپنے آپ یابزدار میں سے کس کوبچاناہے وہ اس کافیصلہ کرنے میں مزید دیر نہ کریں ورنہ دونوں کاڈوب جانایقینی ہے۔میں یہ بات کپتان کے وزیراعظم منتخب ہونے سے اب تک بار بار لکھتارہا ہوں کیونکہ ہرکوئی ریاستی نظام کی تبدیلی چاہتا ہے اور لوگ عمران خان سے امیدیں وابستہ کر بیٹھے ہیں اورمیں نہیں چاہتا میرے ہم وطن ناامید یامایوس ہوں۔عمران خان کواپنااقتداراورسیاسی مستقبل بچانے کیلئے فوری طورپرعثمان بزدار سے ہاتھ چھڑانا جبکہ پاکستان کی غذائی ضروریات پوری کرنیوالے صوبہ پنجاب کو بدانتظامی اوربدعنوانی سے بچاناہوگا کیونکہ اگربزدار کوبچاتے بچاتے تبدیلی سرکار کی آئینی مدت پوری ہوگئی توپھر کپتان کوبچانے کوئی نہیں آئے گا۔ اگرعمران خان نے بزدار سے ”کنارہ ”نہ کیا توآئندہ انتخابات میں پی ٹی آئی کی ناؤ کو”کنارا” نہیں ملے گا۔تبدیلی سرکار کی پیچیدہ سیاسی وانتظامی معاملات سے مجرمانہ” کنارہ کشی” اس کیلئے سیاسی” خودکشی” کے مترادف ہے۔ہمارے معاشرے میں کوئی بھی اپنی پندرہ بیس لاکھ کی گاڑی کیلئے اُس شخص کوڈرائیورنہیں رکھتا جس نے ڈرائیونگ کی تربیت نہ لی ہولیکن پاکستان کاسب سے بڑاصوبہ پنجاب ایک زیرتربیت سابق تحصیل ناظم کے سپردکردیا گیا۔
قائداعظم محمدعلی جناح ؒ نے فرمایا تھا پاکستان اِسلام کی” تجربہ گاہ” ہوگا مگر اسے بدبودار جمہوریت کی رتھ پرسوار اناڑیوں کی تربیت اورعیش وعشرت کیلئے” تختہ مشق” بنادیا گیا ہے۔پاکستان کاہر منتخب وزیرا عظم آئین کی پاسداری اورملک وقوم سے وفاداری کا حلف اٹھانے کے بعد شہنشاہ بن جاتا ہے اورپھروہ آمروں کی طرح فیصلے کرتے ہیں۔تبدیلی کے نام پرنیاپاکستان پچھلے دوسال سے جو قیمت چکارہا ہے،کیااس میں اسٹیبلشمنٹ کوکلین چٹ دی جاسکتی ہے اگر نہیں تو پھر ”بادشاہ گر” خاموش کیوں ہیں۔پراناہویانیا پاکستان،اس میں بھی” عام” آدمی کی کوئی وقعت نہیں جبکہ ”خاص” کوآج بھی سات خون معاف ہیں۔پاکستان میں ”عام” آدمی سے” آم” کی قدروقیمت زیادہ ہے۔ ہمارے ملک میں ہرسال ”آم”کاسیزن آجاتا ہے مگر 73برسوں سے عام آدمی کی سیاسی وسماجی حیثیت میں کوئی تبدیلی نہیں آئی،آج بھی دیہات میں گندلی ”نالیاں ” اور”گالیاں ” ان کامقدر ہیں۔پاکستان اورپاکستانیوں کامستقبل پارلیمانی نہیں صرف صدارتی نظام حکومت سے روشن ہوگا۔ہمارے ہاں نام نہادجمہوریت کی آغوش میں قومی چوروں نے پرورش پائی،انتخابات کے نام پرصرف چہرے تبدیل ہوتے رہے اور حکمران طبقہ ملک کو بار بار نوچتا رہا۔”باری باری” اقتدار میں آنیوالے کردار ملک وقوم پربہت ”بھاری” پڑے،آج بھی ان کی باقیات شریک اقتدار ہیں۔نیب زدگان نے آپس میں اتحادکرتے ہوئے نیب کو”ناکام” اور”بدنام” کردیا۔پاکستان میں بے رحم احتساب کاتصور ایک سراب سے زیادہ کچھ نہیں ہے۔راقم کے کچھ احباب کاکہنا ہے بار بارکرپشن کیخلاف،احتساب کے حق میں اوربزدار کی تبدیلی کیلئے لکھنا بے سود ہے،میں انہیں یہ شعر سناتا ہوں
ہم نے سیکھا ہے اذان ِسحر سے یہ اصول
لوگ خوابیدہ ہی سہی ہم نے صدا دینی ہے
تعجب ہے ہماری زیرک اوردوراندیش اسٹیبلشمنٹ کو اپنے ہاتھوں سے تراشے ہوئے ایک صنم کے نااہل اوربدعنوان ہونے کا تین دہائیوں بعد علم ہوا لیکن اس نااہل کا جومتبادل پیش کیا گیا اس نے تودوسال میں عوام کابدترین استحصال کرتے ہوئے خودکوبے نقاب کرلیا توکیااس بار بھی ہماری طاقتور اسٹیبلشمنٹ تیس برس تک انتظار کرے اورعوام کو اپنی محرومیوں کی میت پرماتم کرتے ہوئے دیکھے گی۔کیا ہماری ریاست اسٹیبلشمنٹ کے بار بار ناکام تجربات کی متحمل ہوسکتی ہے۔نوازشریف کاکچھ گیا اورنہ عمران خان کاکچھ جائے گا،نوازشریف پاکستان پرتین دہائیوں تک راج کرنے اوراپنی آنیوالی ہزارنسلوں کیلئے پیسہ جوڑنے کے بعد مزے سے لندن میں مقیم ہے۔عمران خان کو پاکستان جبکہ اس کے دونوں بیٹوں کو بھی لندن میں عیش وعشرت والی زندگی نصیب ہوئی ہے لیکن ہماری اسٹیبلشمنٹ بتائے ہمارااورہمارے بچوں کاپاکستان میں کیا مستقبل ہے۔مٹی ہویاسونا عام آدمی ان دونوں کی قیمت ادا نہیں کرسکتا،آج پاکستان میں زمین بیش قیمت لیکن انسان بہت سستا ہے۔عام لوگ اپنے حقوق،انصاف،روزگار، بنیادی ضروریات اورشہری سہولیات کے انتظار میں ایڑیاں رگڑ رگڑ کرمررہے ہیں۔
